Richard Lim held the position of Chief of Navy, Republic
of Singapore Navy from 1996 to 1999. During this period he was involved in
establishing a submarine operating capability, the planning and building
of a new naval base, bringing into operational service a squadron of new
patrol vessels, overseeing the building of new landing ships, defining the
next generation combat vessel, directing a systems level review of the
naval training system and pursuing a 'Quality Navy' programme which
focussed on achieving process excellence in the core functions of the
Navy.
Richard Lim graduated from Southampton University, UK in 1976 with a BSc (Hons)
in Nautical Studies. He returned to Singapore and joined the Navy; and
after a succession of command and staff tours in the Navy and the Ministry
of Defence he was appointed Chief of Navy in 1996. His military career has
been in the areas of operations, intelligence and strategic planning.
Prior to his appointment as Chief of Navy, Richard was the Director of the
Joint Operations and Planning Directorate, Ministry of Defence.
Richard has also spent a year at the US Naval War College attending the
international Naval Command Course. During his career with the Navy,
Richard has been exposed to the workings of government and industry
through a succession of appointments to the boards of selected government
linked companies and government agencies. These have included the Maritime
and Port Authority, the Economic Development Board and Singapore
Technologies Marine. In his present position he is a member of the board
of the Defence Science and Technology Agency and the DSO National
Laboratories.
Prior to his appointment as Deputy Secretary (Technology),
Richard Lim
attended the Sloan Masters Programme at London Business School, graduating
in July 2000 with a Masters degree in Management.
During his service in the Republic of Singapore Navy,
Richard Lim received
several awards including the Public Administration Medal (Silver), Public Administration Medal (Gold), 25 Years Long Service Award, the Legion of Merit (US), the Most Noble Order of the Crown of
Thailand and the Bintang Jalasena Utama (Indonesia). |
