The
Graduate Diploma Programme in Defence Technology and Systems (DDTS)
DDTS 2003 Graduation Ceremony
A graduation ceremony for class of DDTS 2003 was held on 20 March 2004
at Engineering Auditorium. All 27 students were awarded with
Graduate Diploma In Defence Technology and Systems.
Congratulations to Charles Ngoh Sien Sen who emerged as the top
student of the class and received a $200 book prize.
In recognition of the contributions and support given by staff from NUS,
NPS, IHPC, TMSI, DSTA, DSO, ST Engineering and NTU teaching in the DDTS
Programme, Best Teacher Awards were presented at the Graduation Ceremony. Our congratulations to the
following three Best Teacher Award winners:
DDTS 2004 Course Opening
The 5th DDTS Programme, DDTS 2004,
commenced on 28 June 2004. This 23-week programme will end on 7
December 2004.
DDTS 2004 saw the largest cohort of 47 students to date. The
cohort comprises 45 military officers and 2 civilian engineers
from ST Engineering.

Review of DDTS Curriculum
A DDTS curriculum review started in December 2003.
The module on "Atmospheric Factors in EM Propagation" was removed from
the syllabus.
The scope of the "Communication" module was expanded to
include a new topic on
"Communications and Counter-Measures" while the "Advanced Communication"
module has its topic on "Fiber Optics System" replaced by "Wireless
Communications". Modules on "Operation Research" and "Decision Analysis" were revamped
and replaced by "Operation Analysis Techniques and Applications" and
"Operation Analysis Algorithms" respectively.

and Systems (MDTS)
MDTS 2002 Graduation
Ceremony
A graduation ceremony for class of MDTS 2002 was held on 5 July 2004 at
Engineering Auditorium in NUS. There were 27 graduands from this pioneer
batch. The students received the NUS-NPS Joint Graduate Programme
Certificate in Defence Technology and Systems from CDS, Prof Lui Pao
Chuen. During the ceremony, the following outstanding students
were given awards:

Award
In recognition of the
contributions, dedications and supports given by lecturers to the MDTS
proramme, TDSI presented the Best Teacher Awards to the following
outstanding lecturers:
TDSI also presented a token
of appreciation to each of the participating Faculties/Schools in NUS and NPS as well as
organizations who have continuously supported the MDTS programme.
The class of MDTS 2002 also participated in the 2004 NUS Commencement
Ceremony, held on 6 July 2004. The students received the Master of
Science in Defence Technology and Systems from the President of
Singapore.

MDTS 2004
Course Opening
The 3rd MDTS Intake commenced the programme on 28 June 2004.
There are 26 students, of which 4 are international students.

Review of MDTS Curriculum
A MDTS curriculum review was conducted in the 1st half
year of 2004. Besides changes to improve some of the modules
conducted in NUS, we have added a new specialization track called
"Modeling, Virtual Environments and Simulation (MOVES)". The MOVES
track will be implemented for the 4th MDTS intake. The
preparatory modules, "Engineering Maths" and "JAVA Programming", will
become pre-requisites to the various tracks under the MDTS Programme.
Research
CRADA
NUS and NPS signed Amendment One to to Cooperative Research and
Development Agreement (CRADA) in September 2004. Besides of
formalizing project report procedures, a sixth project on "Digital
Antenna Technology for Radar and Communications Systems" was added to
this NUS-NPS collaboration.
Seminars and Conferences
Seminars and conferences offer
opportunities for ideas sharing among intellectuals, students and the
industry. TDSI organized seminars on these topics in the recent 9 months.
Antenna Systems
Dr Akimov paid a second
visit in May 2004 as a Visiting Scientist in ECE Department. During
this period TDSI co-hosted 3 seminars by Dr Akimov:

"Electromagnetic Properties of Double-mesh Structures" on 14 May 2004.

"Scattering of Spherical Waves from Wire Grids and Meshes" on 27 May 2004.

"Generalization of Field Averaging Approach for Relatively Sparse
Multi-Layered Meshes" on 3 Jun 2004.
Thoughts on Technological Research for
Military Readiness
On
6 July 2004, Prof Wayne Hughes, Dean
Graduate School of Operational & Information Sciences of US Naval
Postgraduate School, shared on some of the "Thoughts on Technological
Research for Military Readiness" and provided a brief contrast of graduate
research conducted in academic disciplines, interdisciplinary formats and
formats conductive to military disciplines, including interesting examples
of recent work at Naval Postgraduate School.
Utility of Fire and Forget Technology
Demonstrated using 1-meter Terrain
On 6 July 2004,
Prof Bard Mansager, a lecturer from
US Naval Postgraduate School, presented the analysis on the Utility of
Fire and Forget Technology Demonstrated using 1-meter Terrain to an
audience of more than 200 at LT2 in NUS.
Talpiot and other academic programs in
the Israel Defence Force
On 6 July 2004, Avital Ittai, a graduate
from the pioneer batch of MDTS student, shares his
review on the "Talpiot and other academic programs in the Israel Defence
Force" for officers, with emphasis on Talpiot program. This program
is the only in-house academic training offered by the military, which
combines a degree in the exact sciences with an extensive exposure to
various areas of the military.
Remote Sensing
Prof Wolfgang Boerner
returned for a second visit in July 2004. He delivered a one-day
seminar on 7 July 2004 entitled "SAR Polarimetry & Interferometry" which
drew about 80 participants.
Estimating Atmosphere Effects on RF &
EO Propagations
On 26 & 27 July 2004, a two days seminars on
"Estimating Atmosphere Effects on RF & EO Propagations" were conducted by
Prof Kenneth L Davidson, Professor of Meteorology, Department of
Meteorology, Naval Postgraduate School. The seminars were attended
by MDTS & DDTS students with guests from Temasek Laboratories and DSO.
Seminar on C2 & Surveillance by Mr
Brian Steckler, Naval Postgraduate School
Mr Brian Steckler, Lecturer
of Graduate School of Information Sciences from NPS visited TDSI on 28
July 2004. The discussion centered around cooperative research and
teaching exchanges in the area of Information Sciences. He held a
seminar on C2 and Surveillance which covered
"The Surveillance and Target Acquisition Network (STAN)" and "Nemesis
Wireless Mobile Research Facility at NPS"
Planning the attack on the Iraqi Nuclear
Reactor in 1981
On
4 August, Prof Issac Ben
Israel, a retired Major General who was the Ex-Director of Defence R & D
Directorate in Israel Ministry of Defence, held a seminar at LT2 in NUS.
His seminar highlighted the considerations and planning by the Israelis
Forces before launching the attack on the Iraqi Nuclear Reactor in 1981.
The seminar was attended by about 250 participants, comprising the MDTS
students, DDTS students and SAF personnel.
LSSE Seminar - SAF 2024
On 16 September 2004, the
MDTS 2004 students held a LSSE seminar. Their presentation covered
the advancements in technologies
and the revolutions in Military Affairs which bring about new possibilities
and ways of war fighting in 2024. Future fighting force would likely
be shaped to achieve more with less. This requires digitization of
the battlefield, proliferation of precision weapons, the spread of
networks and the wide utilization of unmanned and autonomous systems.
However, more than merely the introduction of high technologies into the SAF, there is need for deeper exploration of the concepts of operations
and the technologies behind these concepts so as to provide the bridge to
addressing future conventional threats. Land warfare & homeland
defence 2024 will look into these issues so that SAF's investments today
will reap a focused and deliberate increase in SAF's capability in 2024.
Maritime
Warfare - Maintaining the Technology Edge in the 21st Century
On 24 September 2004,
Dr Nandagopal, Director
Systems Science Laboratory, Defence Science & Technology Organisation,
Australia, gave a 2 hours lecturer on "Maritime Warfare - Maintaining the
Technology Edge in the 21st Century" while visiting Singapore in September
2004. The lecturer was hosted by Prof Lui Pao Chuen with 120
audience. Among the MDTS & DDTS students, some 50 guests from SCSC,
IDSS, MINDEF, DSTA, DSO, ST Engineering & NPA turned up for the
interesting lecture.
Bridging the Gap
On 27 October 2004, Dr Anthony Tether,
Director of the Defence Advanced Research Projects Agency (DARPA) gave an
overview of DARPA, which included a
of DARPA's mission, how
DARPA fits into DoD's overall Science & Technology efforts, a review of
DARPA's business processes and a review of DARPA's 8 strategic thrust
areas and programs that support the thrust areas. This talk, hosted
by CDS, Prof Lui Pao Chuen, was well attended by personnel from MINDEF,
DSTA, DSO, ST Engineering, NUS and NTU.
TDSI Technical Conference
A team of 13 NUS staff
together with 3 DSTA staff participated in the two-day TDSI Technical
Conference at NPS from 4-5 November 2004. Aimed at raising staff
interaction among NPS and NUS staff, staff from both institutions
presented 24 research papers. The also established contact for
several new projects.
Current Affair
in TDSI
Visit by University of South Australia
A team from University of South Australia's Systems Engineering and
Evaluation Centre (SEEC) visited TDSI on 16 June 2004. Its Director,
Prof David Cropley was accompanued by Prof Stephen Cook and Prof Joseph
Kasser and Mr Michael Harris. This visit discussed possible
cooperation in teaching and research.
Visit by Mr Craig Hunter
Deputy Assistant Secretary
of the Army for Defence Exports and Cooperation, Mr Craig Hunter visited
TDSI on 15 September 2004. Accompanied by LTC Mattheew Warren and
LTC Mathew Poe, he was briefed on TDSI's programme with NPS. Mr
Hunter expressed keenness for US Army Officers to participate in the MDTS
Programme.
Visit by Prof Daniel Roos
Prof Daniel Roos from,
Co-Director of Engineering Systems Division, Massachusets Institute of
Technology visited NUS on 9 December 2004 as part of his week-long
familiarization visit to Singapore. He delivered a public lecture on
"Perspectives in Engineering Systems" and participated in a workshop that
drew keen interest from the Faculty of Engineering and the local defence
and economic communities. Prof Fred Moavenzadeh also from MIT
accompanied him and Prof Stephen Cook from the Systems Engineering and
evaluation Centre of University of South Australia joined the week-long
visit.
